Protecting Democracy Through Electoral College Reform

Can we ensure that democracy is protected through free and fair elections? What is the best framework for doing so? In a year in which the process of the Presidential election will be vetted as closely as the product, an understanding of our current system (and its legal, procedural, and cultural strengths and challenges) is essential. Matt Shapanka will walk us through the possibilities associated with the reform of our elections including the Electoral College, the National Popular Vote Interstate Compact, and the bipartisan Electoral Count Act of 2022, where he led the Senate committee’s staff work.
Matt is Special Counsel at the Covington & Burling law firm. As a member of the firm’s Public Policy and Election & Political Law practices, Matt advises clients across a range of industries on important legislative, regulatory, and enforcement matters before Congress, state legislatures, and government agencies. Matt rejoined Covington in 2023 after serving as Chief Counsel to Chairwoman Amy Klobuchar on the U.S. Senate Committee on Rules & Administration, where he handled legal, policy, and oversight matters involving federal election and campaign finance law, FEC nominations, and oversight of the legislative branch.
